Vietnam, Cambodia exchange experiences in building army units

PANO – A high-ranking delegation from the Cambodian Royal Army, led by General Kham Chia Sa-khuon, Deputy Army Commander, visited Division 9 of Army Corps 4 of theVietnam People’s Army on August 15th.

After visiting the unit and being briefed on the results of the tasks implementation since early this year, the delegation highly praised the unit’s achievements. Over the past time, it has designed some effective models to build a comprehensive strong unit with green, clean and

beautiful barracks, andpromote training quality and combat readiness and intensive production. The visiting delegation also thanked cadres and troops of Division 9 for their warm reception and for their support for the Cambodian people’s fight against Pol Pot’s genocidal regime in the past.

The two sides also laid emphasis on fostering more exchanges of experiences in building units, consolidating the fine relations between the division and Cambodian army units in the coming time, making contributions to promoting the friendship of the two armies and the two peoples.

At the meetings, the two sides affirmed that in 2012 they effectively worked together and achieved considerable results in border patrol and border marker planting. In addition, thanks to whole- hearted assistance by Cambodian people and army units, Military Zone 9′s four teams searching for martyr’s remains collected and repatriated 254 sets of remains of Vietnamese military experts and volunteer soldiers. The unit also sent some delegations of doctors to provide free healthcheck- ups and medicines to nearly 2,000 Cambodians.


On behalf of the delegation, General Nam highly valued the cooperation and support of the Cambodian Royal Army and local authorities and people for Military Zone 9 to maintain social order and security, and hoped that Cambodian units would continue creating favourable conditions for his unit to complete its task of searching for the remains of Vietnamese martyrs.

The Cambodian delegation visits Southeastern Museum, Miliraty Zone 7

A meeting was held in Ho Chi Minh City on December 17 for Military Zone 7 officials and soldiers and Cambodian alumni that formerly studied in Vietnam.


Addressing the event, Deputy Defence Minister, Lieutenant General Nguyen Chi Vinh, noted 30 years ago, Vietnam had helped Cambodia train tens of thousands of officers, including high- ranking officers now holding important positions in the Cambodian Parliament, Government and Army.


He described the meeting as an activity with deep political and social meaning, constituting a proof of the solidarity, friendship and co-operation between the two peoples and armies, as well as between Military Zone 7 of Vietnam and the Cambodian Royal Army forces.


He expressed his belief that the relationship between the two sides, especially the younger generations of both countries, will be firmer and more practical and effective.


On behalf of the Cambodian delegation, Defence Secretary Mung Somphone expressed his deep gratitude towards the Party, Government, Army and people of Vietnam for their help in his country’s fight against the Pol Pot regime and its struggle for national liberation.


Tran Don, Commander of Military Zone 7 affirmed that the zone will work with Cambodian Royal Army units to strengthen co-operation activities. They will focus on education and training, border demarcation, building a border of peace and friendship as well as improving the living conditions of poor people living along the shared border.


The Vietnam People’s Army has trained a total of 12,000 officers for the Cambodian Royal Army. The Cambodian delegation is scheduled to visit Cambodian martyr’s cemetery in Dong Nai and Ba Ria-Vung Tau provinces.

VOV) – This is the firth time Vietnam’s Ministry of Defense and Ministry of Industry and

Trade have co-ordinated in organizing the fair in Cambodia from September 21-26 to mark 45th anniversary of the diplomatic ties between the two countries.


It has a total of 300 pavilions put up by 160 businesses, showing different kinds of food and drinks, beverages, construction materials, leather products, schooling equipment,interior decoration, jewelry, and electronics.


During the event, there will be a photo exhibition highlighting cooperative ties between the two armies, as well as trade activities between the two countries.


Military Hospital 176 of the Vietnam People’s Army and Hospital 179 of the Cambodian Royal Army will provide free medical check-ups for local people.


Mao Thora, secretary of state at the Cambodian Ministry of Commerce said the international trade fairs like this will help promote trade exchanges between the two countries.


Bilateral trade turnover in 2011, he noted, was estimated at US$2.836 billion, up 53 percent compared to 2010. In the first seven months of this year, it already reached roughly US$1.96 billion.

The Techo Hun Sen Military Technical Institute of Cambodia held a ceremony in Kampong Speu province on September 18 to receive teaching equipment for computing and foreign languages presented by Vietnam’s Ministry of National Defence.


Director of the institute, Lieut. Gen. So Sochaan, expressed his thanks to the support of the Vietnamese ministry to the institute in particular and the Cambodian Ministry of National Defence in general.

He added that the equipment is meaningful and practical to help improve the effectiveness of foreign language and computing training, meeting the growing demand for the quality of officers in the Cambodian Royal Army in the new period.


The institute receives about 360 new students each year. Many lecturers have attended training courses in Vietnam./.

Cambodian people and army will always bear in mind the Vietnamese army and people’s great support for their past struggle for national independence and the present process of national construction, said Cambodian Deputy Prime Minister and Defence Minister General Tea Banh.


Speaking on Cambodia’s TV5 channel, Tea Banh reaffirmed that the effective co-operation and mutual support between the two armies in the past as well as at present are proof of the everlasting solidarity and friendship between Vietnam and Cambodia.


Recalling the painful suffering of Cambodian people under the Khmer Rouge’s rule, the General expressed sincere thanks to Vietnamese volunteer soldiers for helping the Cambodian people overthrow the cruel Pol Pot regime and restorefreedom, peace and democracy throughout the country.


Earlier on September 14 and 15, Commander of the SpecialRegion High Command of the Cambodia Royal Army Prun Din and Deputy Commander of the High Command of the Cambodian Royal Army Guards Dieng Sarun also delivered speeches on TV5 highly valuing the co-operation and support that the Vietnamese army has given to the Cambodian Royal Army both in the past and at present, especially in personnel training.

Cambodian official visits to discuss defence ties

HA NOI ‘ Viet Nam and Cambodia had a fine traditional, friendly and neighbourly relationship that was developingstrongly in all fields, Prime Minister Nguyen Tan Dung said yesterday.

The PM was speaking at a reception for visiting Cambodian Secretary of State, General Neang Phat, in Ha Noi.


The PM said he hoped the two sides would co-operate more closely in personnel training, joint sea patrols and naval activities, as well as at regional forums, especially the ASEAN Defence Ministers’ Meeting Plus (ADMM+), for peace, stability, co-operation and development throughout the region. Dung said he was grateful that the Cambodian Government and army were continuing to help return the remains of Vietnamese soldiers found in Cambodia.


General Neang Phat said his visit aimed to further strengthen ties between the two armies, adding that he wanted them to always co-operate and support each other, especially inmilitary training, construction and development.


He said that as an officer in charge of politics and thought in the Cambodian Royal Army, he would do his utmost to educate Cambodian military officers about the traditions, solidarity and friendship between Vietnamese and Cambodian armies.


Earlier in the day, the Cambodian delegation held talks with Senior Lieutenant General Ngo Xuan Lich, Director of the General Department of Politics under the Viet Nam People’s Army.

At the talks, the two sides assessed the results of the implementation of their plans in 2011 and the first six months of 2012 and discussed plans for the future.


Lich said that recent bilateral defence co-operation results were clear evidence of the friendship and solidarity between the two armies.


He suggested that the two sides co-ordinate activities to raise people’s awareness of the importance of strengthening the ties between the two countries.

Art performance promotes VN-Cambodia ties

A special art performance staged by the military art troupe of the Cambodian Royal Army took place at the NorthernMilitary Theatre in Hanoi on Aug. 4.

The programme forms part of activities to celebrate the Vietnam-Cambodia Friendship Year 2012 and the 45th anniversary of the diplomatic ties between the two countries.


With songs and dances, the Cambodian military artists praised the land and people of Vietnam

and Cambodia as well as the solidarity, friendship and cooperation between the two states, armies and peoples.


They also performed many popular Vietnamese songs.


The programme is seen as a chance for Vietnamese officers and soldiers to understand more about the culture of the neighboring country.

Two Cambodian high-ranking officers get PhD degrees

PANO – Vietnamese Infantry Academy held a ceremony in Da Lat on July 11 to grant PhD degrees to General Chea Sa Ron Deputy-Commander cum Infantry Chief-of-Staff and General Prum Pheng, Infantry Deputy-Chief-of-Staff of the Cambodian Royal Army’s Infantry Command.

They studied their doctorate degrees at the Infantry Academy from 2008 to 2012.


Implementing a joint training agreement between Vietnam People’s Army and Royal Cambodian Army, since 2001, the Academy has provided training courses at all levels for hundreds of Cambodian officers. Of which, the Academy issued 7 PhD and 46 Master degrees to Cambodian officers.

Present at the event were Lieutenant-General Mai Quang Phan, Deputy-Director of the General Department of Politics, Lieutenant-General Pham The Long, Director of the Academy, and other leaders of the Academy and Vietnamese and Cambodian cadets in military academies.


At present, more than 700 Cambodian cadets are studying at Vietnam’s military academies and officer training schools. Bringing into play the traditions of the Cambodian Royal Army, Cambodian cadets are always on good terms with Vietnamese cadets and have good academic records.


Apart from fulfilling their studies, over the past time, Cambodian cadets in Vietnam have also actively participated in extra-curricular activities with their Vietnamese friends.


Cadet Sompheth Khoutphilavan from the Defence Project Department of the Military Technical Academy said that he has stayed Vietnam for 4 years. He loves the Vietnamese people for their hospitality and also Vietnamese traditional dishes, especially the Hue Spicy Beef Noodle Soup.

On this occasion, Thanh expressed his thanks for the support of the Cambodian Government, Defence Ministry and Cambodian Royal Army towards Vietnamese military-owned enterprises operating in Cambodia .


For his part, Tea Banh spoke highly of the operations of these companies and affirmed his country’s continuing support.


The two defence ministers also discussed opportunities for further co-operation.

Vietnam, Cambodia share ASEAN experiences

Vietnam is ready to share its experience in hosting ASEAN national defence summits with Cambodia, Minister of National Defence General Phung Quang Thanh told Secretary of State for the Cambodian Ministry of National Defence Neang Phat in Hanoi on March 9.


Thanh spoke highly of the visit by General Neang Phat and his delegation to Vietnam. He added that Vietnam has been very active in regional conferences, particularly with regard to national defence and security co-operation.


Vietnam successfully hosted the 4th ASEAN Defence Ministers Meeting (ADMM-4) in 2010 and the ASEAN Defence Ministers Meeting Plus (ADMM +).


Thanh also said that with the support of the State and ASEAN country members, the Cambodian Royal Army will be able to effectively organise the ADMM-6 this year.
