Vietnam, Laos, Cambodia focus on development triangle

A conference on trade, investment and tourism for the Cambodia-Laos-Vietnam development triangle took place in the central highland province of Kon Tum yesterday, December 5.


More than 400 domestic and foreign businesses participated in the conference.

Two-way trade between Vietnam and Laos, and Vietnam and Cambodia is estimated to reach a combined total of more than US$4 billion this year.


Vietnam is investing in 50 projects worth close to $1.7 billion in Laos, and 25 projects valued at $1.5 billion inCambodia.


At the conference, Pham Thi Hong Thanh, deputy head of the Department of Asia-Pacific Market under the Ministry of Industry and Trade, pointed out the obstacles faced by business circles of the three countries such as transport, lending requirements and low consumer demand.


Youn Heng, director of the Department of Evaluation and Incentives under the Cambodian Council forDevelopment, said his country will boost investment in hydropower, thermal power and the power transmissionnetwork in the future.


Besides, firms are facing a workforce shortage in Laos and are challenged by the distance between Ho Chi Minh City and Champassak Province. Multinational trade traffic through the south of Laos via northeast Cambodia to the southern provinces of Vietnam is slow.


Cao Viet Sinh, Vietnam’s deputy minister of Planning andInvestment, said in future, ministries and agencies of the three countries need to accelerate the construction and completion of the investment and business law; policies relating to taxes, customs, labor; administrative procedures relating to licenses, investment, business–ensuring transparency, the coherence from the central to local levels in order to reduce the time, costs for investors, improve the competitiveness of enterprises.


Cao Viet Sinh, deputy minister of Planning andInvestment, stressed that to exploit the regions potential one needs to improve infrastructure, offer incentives to encourage the participation of all economic sectors, and accelerate the implementation of the triangle’sdevelopment master plan approved by leaders of the three governments.

The countries also need to complete the investment and business legal framework, policies on tax, customs and labor, and administrative procedures to ensure transparency and synchronicity at all levels of governancefrom central to grassroots level, Sinh added.


The Cambodia-Laos-Vietnam development triangle comprises of 13 border provinces of the three countries. Initiated by Cambodian Prime Minister Hun Sen in Vientiane in 1999, the area was established to enhance solidarity and cooperation for socio-economicdevelopment, poverty reduction and security in the region.


Meanwhile a trade fair was organized in the central highland province of Kon Tum where handmade crafts by artisans from Vietnam, Laos and Cambodia were on exhibit.


The fair opened on December 4 and brought together 700 businesses that are displaying their high-quality products in 360 stalls.


The fair is part of a series of events to herald the 8th Conference of the Vietnam-Laos-

Cambodia TriangleDevelopment Coordinating Committee and the 100th anniversary of Kon Tum Province (February 9, 1913).

8th Senior Officials Meeting on Development Triangle Cambodia - Laos - Vietnam

(MPI Portal) – On December 06th, 8th Senior Officials Meeting (SOM) on Cambodia-Laos-Vietnam (CLV) Development Triangle Area was held under the chairmanship of Mr. Cao Viet Sinh, Deputy Minister of Planning and Investment of Vietnam, Vietnamese Chief of SOM, Mr. Sorasak PAN, Secretary of State, Ministry of Commerce of Cambodia, Cambodian Chief of SOM and Mr. Bounkeut SANGOMSAK, Deputy Minister of Foreign Affairs of Laos, Lao Chief of SOM.

Addressing the opening session, Mr. Cao Viet Sinh said that the past two years, since the 6th CLV Summit held on November 2010 in Phnom Penh, with the collaborative efforts of the three countries, the construction of Development Triangle has achieved important results in many areas, especially in social and economic development; poverty alleviation, security and political stability in the region. However, the cooperation between the three countries has not really made a breakthrough in the socio-economic development of the local areas.

The 8th SOM has the task of evaluating the implementation of the commitments of three Prime Ministers at the Summit in 2010, recognizing achievements,

pointing out the difficulties and challenges, proposing methods and directions of cooperation in the coming time in 13 provinces in the region.

Mr. Cao Viet Sinh also appreciated the results achieved in the implementation of the planning process in 13 provinces of the CLV Development Triangle Area and agreed with the recommendations in the planning.

 

At the Conference, the delegates raised proposals to accelerate the overall planning and a number of important measures to send to the Joint Coordination Committee Meeting, which focuse on key issues such as:

  • Submiting the three Prime Ministers of CLV countries to assign the Joint Coordination Committee to review existing bilateral agreements, regional agreements, and memorandums; building an agreement to promote and facilitate trade among Cambodia - Laos - Vietnam countries for CLV Development Triangle Area which would be signed at the Summit 8th CLV;

  • Organizing Development Cooperation Conference in 2013 to provide financial support to implement the master plan for the CLV Development Triangle Area;

  • Proposing Joint Coordination Committee to assign the competent authorities for transport between the three countries in the CLV Development Triangle Area and create a joint delegation of the three countries to study about model of pairs of border gates Lao Bao - Denxavan to apply to the pairs of border gates Trapeang (Cambodia) - Nong Nok Khiane (Laos) and Trapeang SRE (Cambodia) - Hoa Lu (Vietnam).

A summary report was presented by Mr. PAN Sorasak - Cambodian Chief of SOM on the implementation of special policies for the Development Triangle Area signed by the three Ministers in November 2010 in Phnom Penh.

The majority of participants said that the implementation of this particular policies still had some limitations related to good procedure in some border gates; lack of prompt supporting information for prevention of smuggling at some border gates; the under-qualitied infrastructure of some international border gates.

As for cooperation between CLV countries and Japan, after the 3rd CLV Ministerial Conference with Japan in Cebu, Philippines, on January 12th2007, Japan announced to spend US$ 20 million for the Development Triangle Area. As of now, the projects have been completed and put into use, bringing the first

Reap, Cambodia, Vietnam suggested the increasing support for the CLV countries and received the consensus of the parties attend.

In the near future, the Joint Coordination Committee on CLV Development Triangle Area should continue to mobilize funds from Japan to contribute to the development of the hardware infrastructure, trade facilitation and East-West economic corridor.

Related to the operation of Triangle Development Area Portal (address http://clv- development.org), to improve quality and efficiency, the Vietnamese Chief of SOM proposed Cambodia and Laos sides to pay more attention to the regular update of news. In the near future, the responsible groups for the website content of the three countries should regularly exchange and collaborate to ensure various and prompt information to the viewer, especially investors interested in the Development Triangle Area.

Investment promotion in Cambodia-Laos-Vietnam development triangle

(VOVworld) - The 7th conference on investment, trade and tourism promotion in the Cambodia-Laos- Vietnam development triangle opened in Kon Tum city on Wednesday. Over the past few years, the three countries have strengthened cooperation in these fields. The trade turnover between Vietnam and Laos this year totaled nearly 900 million USD, up 18% against last year. Meanwhile two way trade value between Vietnam and Cambodia reached more than 3.2 billion USD this year, up 14%. Laos and Cambodia are currently the two largest investment destinations of Vietnamese enterprises accounting for more than 50% of Vietnam’s overseas investment value. In 5 provinces in the development triangle in Vietnam, Laos has 5 projects with total capital of 77 million USD and Cambodia has 2 projects worth 18 million USD. The conference attendees highlighted outcomes the three countries achieved in the development triangle but agreed that these results have not matched their potential. Dang Xuan Quang, Deputy Director of the Foreign Investment Department under the Ministry of Planning and Investment says: "The Vietnamese government, the Ministry of Planning and Investment and the Department of Foreign Investment have paid special attention and devised several programs to strengthen investment in this region. But I think it would be more effective if Vietnam, Laos and Cambodia agree on joint action programs to coordinate resources of all countries thus further promoting investment in the development triangle in the near future".

Enhancing the promotion of investment, trade and tourism in Development Triangle Area of Cambodia, Laos and Vietnam

(MPI Portal) - In the framework of the Joint Coordination Committee Meeting on Cambodia – Lao – Vietnam (CLV) Development Triangle Area, on December 05th 2012, in Kon Tum, the Ministry of Planning and Investment in coordination with Kon Tum provincial People's Committee held Investment, Trade and Tourism Promotion Conference 7th in CLV Development Triangle Area.

The delegates attending the Conference included Mr. Youn heng, Assistant of Prime Minister, General Director of Department of Project Priority and Evaluation, Development Council of the Kingdom of Cambodia; Mr. Somchit Inthamith, Deputy Minister of Planning and Investment from Laos; Mr.Cao Viet Sinh, Permanent Deputy Minister of Planning and Investment of Vietnam; Mr.Pham Thanh Ha, Vice Chairman of the Provincial People's Committee of Kon Tum and representatives of the Ministries, the branches of the three countries, representatives of local governments in the CLV Development Triangle Area, the business community and investors.

The conference is an opportunity for the state management agencies at the central level, the relevant local authorities of Cambodia, Laos and Vietnam and the business community, investors to discuss, evaluate results on trade, investment and tourism, spontaneously, continue to propose solutions to the exploitation of resources, promote and attract investment, trade and tourism in CLV Development Triangle Area.

In recent years, the Ministries, branches and localities of the three countries cooperated to remove difficulties and facilitate the promotion of investment, trade and tourism at both the state agencies and the enterprise level, said Deputy Minister Cao Viet Sinh.

According to Vietnamese reports, in the CLV Development Triangle Area, Vietnam has 75 direct investment projects with total investment of US$ 3.1 billion, of which 25 projects in Cambodia, with a total investment of US$ 1.44 billion, 50 projects in Laos with a total investment of US$ 1.65 billion. However, the investment data among the three countries has a difference due to different statistic methods of registered capital.

Vietnam and Cambodia have signed the Protocol amending and supplementing the Agreement on Investment Promotion and Protection (June, 2012). It is expected that a similar Protocol would be signed between Vietnam and Laos.

The Conference agreed on a number of recommendations to the leaders of the three Governments related to attraction and effective exploitation of international resources and investment capital for development; implementation of the master plan in Development Triangle Area; completion of legal system and administrative procedures for investment and business; upgrading and improvement of infrastructure system, especially in the CLV Development Triangle Area; construction of coordination and cooperation mechanism between the central state management agencies and local authorities of the three countries./.

Vietnam's investment in Cambodia: Currently, Vietnam has 120 investment projects in Cambodia with a total registered capital of US$ 2.64 billion, of which

25 investment projects are in the Development Triangle Area of Cambodia with a total registered capital of US$ 1.44 billion (accounting for 20.8% of total

projects and 54.5% of total FDI from Vietnam to Cambodia): Stung Treng (US$ 860 million), Rattanakiri (US$ 327 million), Kratie (US$ 156 million) and Mondulkiri (US$99 million).

Vietnam’s investment in Laos: Vietnam has 222 investment projects in Laos, with total registered capital of about US$ 3.6 billion, of which 50 investment projects were invested in the Development Triangle Area of Laos with a total investment of US$ 1.65 billion (capturing 23% of total projects and 48% of total investment capital): Attapeu (US$ 922 million), Sekong (US$ 460 million), Champasak (US$ 270 million), Salavan (US$ 4 million).
